payment of a Performance Reward Grant. The overall LAA process is illustrated in
Figure 19.4.
In resourcing the delivery of LSP priorities local authorities and other public sector
partners may pool their mainstream resources and jointly commission goods and
services. To facilitate this, central government has increased local authorities' spending
flexibility by moving over £5bn of its grants into non-ring-fenced categories during the
three years from April 2008 (i.e. money which authorities are not obliged to use for
particular purposes). Of this nearly £1bn is being paid through the general Revenue
Support Grant (distributed to all authorities on a formula basis). The majority is being
paid through a new Area-Based Grant which is distributed according to specific policy
criteria.
From 2008/09 a number of transport-related grants are being included in this pooling
arrangement for the first time (Table 19.1) and further grants may be transferred.
Note that as far as items of capital expenditure are concerned, local authorities
receive non-ring-fenced grants in the form of a Single Capital Pot. This includes
spending on local transport whose planning is explained in the next chapter.
Local authorities may also work jointly with each other in developing Multi-
Area Agreements (MAAs) - an innovation promoted by the Sub-National Review
(23.7). These derive from the fact that individual authority's boundaries often do not
correspond with functional areas:
Whilst many policies are best dealt with at local authority level, many others,
especially those aimed at improving economic development, may be best tackled
by local authorities and their partners collaborating at the functional economic
area. MAAs provide a means to achieve this and to really drive economic
