Box 11.1 An illustrative list of transport-related issues
Political
i) Interests of the State
• Facilities for moving armed forces
• Cohesion amongst 'provinces' within State boundary; political unity
• Civil order and law enforcement; demands on and relations with the police.
ii) Interests of the Government in power
• The pattern of ownership or control of resources
• The social or spatial distribution of transport-related beneits and disbeneits
• Maintenance/promotion of ideological values championed by the political party
in Government
• Electoral advantage; political implications of the presentation or perception of
transport topics
• Implementation of the Government's priorities; prospects of delay or disruption.
Economic
• Eficiency of travel: journey time, operating costs, information, reliability, comfort
• Losses through accidents: vehicle damage, work time, costs of medical and
emergency services
• Maintenance of transport infrastructure and vehicles
• Employment or business opportunities (accessibility of workforce, customers
etc.)
• Impact on public inances (revenues and expenditures)
• Direct employment in transport industries (inc. infrastructure companies)
• Spatial distribution of economic activity (esp. utilisation of existing capital and
labour)
• Support for regeneration and economic development projects; access to speciic
sites
• Relationship of transport provision/opportunities to planned development pattern
• Use of inite resources (land, non-renewable energy, aggregates).
Environmental
• Greenhouse gas emissions; pollutants contributing to acid rain
• Local air quality, noise and vibration levels; perceived danger from trafic
• Visual intrusion of vehicles and transport infrastructure; light pollution
• Protection/enhancement of areas of historic, architectural, landscape or
ecological importance
• Visual quality of streets and travelling environment.
Social/personal
• Personal mobility/freedom (inc. access for disabled/mobility impaired; personal
security in travel)
• Personal accessibility (opportunity to fulil basic activity/travel needs)*
• Personal health/itness
• Anxiety and suffering arising from accidents
• Working conditions within transport industries; protection of travellers from unsafe
practices
• Community identify and development; protection from severance
• Public awareness of transport issues; involvement in decision-making.
*Limitations on mobility and accessibility, where they are concentrated amongst particular social
groups, are currently referred to as a dimension of 'social exclusion'.
