The river downstream is used for irrigation of crops (mainly vegetables), stock
watering, domestic use (directly from the river without preliminary treatment) and
recreation.

3.3 Water quality management - institutions and legislation
The planning, implementation and operation of water resources development in
Swaziland during 2001 was undertaken by five government departments and one
parastatal organisation. Collectively, there are ten different divisions involved. The
management of the water resource falls primarily under the Ministry of Natural
Resources and Energy (MNRE) in which the water resources branch is responsible for
monitoring stream flow, planning development activities, and controlling pollution. The
