The reference governor has been defined according to the optimisation problem
described by Eq. 5.17 . Notice that two different alternatives for the cost function
were proposed such as described below by Eqs. 5.18 and 5.19 . The optimisation
problem is considered within the MPC framework, and thus following the receding
horizon control idea (Camacho and Bordons 2004 ).
