In both approaches, multilayer and multilevel control, the common characteristic
is that there exist different units of decision-making, although only some of them
have a direct access to the controlled system. The rest of the units are located in a
higher level of the hierarchy, and thus, they have to coordinate and define the different
tasks that must be carried out by the lower layers of the control architecture.
