(b) Specific Source Wastes
The specific source wastes, also called K list wastes, are codified in regulations at
40 CFR 261.32. They are wastes generated from specially identified industries such
as wood preserving, petroleum refining, and organic chemical manufacturing. The
waste descriptions in K listed wastes have been presented in detail for waste iden-
tification. There are about 13 industries covering the list (there used to be 17; EPA
has withdrawn the K waste codes applicable to waste streams in the primary copper,
primary lead, primary zinc, and ferroalloys industries [40 CFR 261.32]). These
industries are wood preservation; inorganic pigments; organic chemicals; inorganic
chemicals; pesticides; explosives; petroleum refining; iron and steel; primary alu-
minum; secondary lead; veterinary pharmaceuticals; ink formulation; and coking.
(c) Commercial Chemical Products
The commercial chemical products, codified in Regulation 40 CFR 261.33, include
specific commercial chemical products or manufacturing chemical intermediates.
These wastes are given an EPA hazardous waste number that begins with either the
letter P or U. More detailed classification can be applied to commercial chemical
products as follows:
Specific substances identified as acute hazardous waste (with hazardous
code H) that are discarded commercial chemical products, off-specifica-
tion species, container residues, and spill residues. The waste number
begins with the letter P.
Specific substances identified as toxic wastes (with hazardous code T)
that are discarded commercial chemical products, off-specification spe-
cies, container residues, and spill residues. The waste number begins with
the letter U.
To identify whether a waste qualifies as P or U listed, it must meet the following
criteria (40 CFR 261.33):
The waste is discarded or is intended to be discarded.
The waste contains a generic name listed in the P or K list in any
commercial chemical product (CCP), or manufacturing chemical inter-
mediate (MCI), any residue remaining in a container that has held any
CCP or MCI, and any residue or contaminated soil, water, or other debris
of any CCP or MCI.
The waste contains a generic name listed in the P or K list, if it met
specifications, in any off-specification CCP or MCI it previously held,
and any residue or contaminated soil, water, or other debris of any off-
specification chemical product and MCI.
