For the future, three things are clear:
CCS will need a subsidy to take it beyond demonstration to
deployment, and to the point where the cost of CCS falls below the price
of carbon permits on the US and European carbon trading systems.
CCS is an option for developed countries, and China, which
appears to accept the climate responsibility that comes with mining
nearly half the world's coal. The most that other developing countries,
such as India, will do - but must do - is to ensure that their new coal
plants are at least capture-ready.
We need a Plan B if CCS fails.
