Yet part of consumer frustration with energy arises from exaggerated
expectations encouraged by politicians of the price benefits of liberaliza-
tion and from a reluctance (also encouraged by politicians) to accept the
need for energy prices to rise to reflect carbon's real social cost to our
environment.
