The transmission pipelines have been constructed and maintained effec-
tively with a high-quality assurance, while the water supply distribution and
service networks are operated in a sustainable manner, for both normal
daily situations and emergencies, where partial leakage is tolerated. Since
the lifeline system is composed of pipeline networks and control facilities,
including various buildings and types of equipment, seismic damage to the
lifeline system is often evaluated in terms of structural components, such
as pipelines and building facilities (Straub and Der Kiureghian, 2009). In
the transmission network, which has a water-purifi cation treatment plant,
water-storage tanks, pumping facilities, and control valves, structural failure
of these facilities due to possible strong earthquakes needs to be prevented.
