11.4 Resilience scoring using PEOPLES methodology.
This design approach has analogies with the feedback loop taken from
control theory. The same framework can be used for a region as well as a
single structure (e.g. hospital). In this case, functionality reduces to the
functionality of a single hospital Q Hosp which can be evaluated for example
with the procedure described in Cimellaro et al. (2011), where the waiting
time of a patient before receiving assistance is the main parameter of
response to measure resilience. The hospital performance is described using
a double exponential function, called metamodel which is able to estimate
the hospital capacity and the dynamic response in real time incorporating
the infl uence of damage of structural and non-structural components.
