The Philippines
The Philippines stand out as one of the countries having lost most of its original
natural forests but at the same time being one of the first countries that started the
decentralization process transferring responsibilities of forestry policies and
programs from national to local level, and one of the leading countries in community-
based forest management and smallholder tree plantations. These specified
conditions, and their associated lessons to be learned, are some of the reasons why
the Philippines are selected as a case study country in the first part of this topic.

growing have been discussed earlier in this chapter.
