Blockquotes in Paragraphs
The prohibition on blockquotes within paragraphs is somewhat controversial. Irrespective of HTML, many
style manuals do recognize the presence of blockquotes within single paragraphs, and they do treat a
construct such as the preceding example as one paragraph that contains a blockquote rather than as a
sequence of paragraph-blockquote-paragraph. XHTML 2 has proposed to make it possible to embed
blockquotes within paragraphs.
Tidy can fix this if you use the --enclose-block-text yes option:
$ tidy -asxhtml -c --enclose-block-text yes example.html
