of the buildings. These studies have highlighted the bad current
physical conditions of all (floors, roofs, walls) structural elements. On
the basis of the results obtained from the above studies, the
Municipality and the design team have developed a number of differ-
ent scenarios for the regeneration of the area, which can be synthe-
sised into the following four alternative hypotheses of urban reuse:
A. 'Do nothing'.
This solution means there will be no consequences from new con-
structions or reuse, but, at the same time, this could lead to an
urban decay, particularly serious in the field of cultural heritage.
B. Business services.
This solution aims to provide support to small and medium com-
panies and is encouraged by recent regional strategic development
directives.
C. Cultural and leisure centre.
This scenario involves a mix of urban services and activities related
to leisure, fitness and a museum, which is also able to give an
investment return.
D. 'City of Health'.
This solution is linked to the region's decision to concentrate hos-
pitals and health structures in an area close to the one under study,
in order to serve the whole of Turin's metropolitan area. This deci-
sion would have influenced the use of the buildings.
The model structuring approach
For evaluating the most preferable scenario, the consultant team of
planners experimented with a new MCA approach, the ANP described
in Chapter 5.
The identification of the evaluation criteria and their interrelation in
the network structure was realised by using the multi-modal frame-
work. The list of modal aspects listed in Table 6.3 and their meaning
have guided the identification of both the clusters of the ANP model
and the most suitable criteria for the assessment of the alternative sce-
narios. For instance, the following questions have been asked: 'To what
extent does the proposal consider biodiversity?' which is an issue of
the Biological aspect in the Physical-Environmental cluster; 'To what
extent does it consider innovation and creativity?' which is an issue of
the Formative aspect in the Human-Cultural cluster and again 'To
what extent does it provide a shared vision of the future?' which is the
top-level Credal/Vision aspect placed in the Institutional-Economic
cluster. The above are only few examples of the list of questions devel-
oped by the consultant team on the base of the multi-modal frame-
work; the full list is available in Città di Collegno (2006: 25-30).
