Use the Shift+up-arrow command twice to expand the selection.

Assign a new material to this new selection.

Subtract the second material from the selection by using the subtract (-) button next to the second
material.

Assign a third material to the resulting selection. At this point, your mesh should look like

A fourth material can be added by increasing the selection further and subtracting materials already
created or by adding just the default material polygons with nothing else selected.
