3. Conduct value engineering and constructability studies : value engineering
(VE) has been defined as “an analysis and comparison of cost versus value of
building materials, equipment, and systems. VE considers the initial cost of
construction, coupled with the estimated cost of maintenance, energy use, life
expectancy, and replacement cost.” (RSMeans, 2010a). In the bigger context,
SAVE International defines value management (VM) as “a systematic and
structured approach to improve projects, products, and processes. VM is used
to analyze manufacturing products and processes, design and construction
projects, and business and administrative processes. VM helps to achieve a
balance between required functions, performance, quality, safety, and scope
with the cost and other resources necessary to accomplish those requirements.
The proper balance results in the maximum value for the project, where Value
= Function/Cost.” 3
Constructability has been defined as “the optimum use of construction
knowledge and experience in planning, design, procurement, and field
operations to achieve overall project objectives” (Construction Industry
Institute 1986a, p. 2) 4 .The Means Illustrated Construction Dictionary
(RSMeans, 2010a) defines constructability review as “the practice of peer
reviewing the plans and specifications prior to issuing for bid with the intent
of correcting errors, omissions, inconsistencies or discrepancies.” The Insti-
tution of Professional Engineers New Zealand (IPENZ) defines it as project
management technique to review construction processes from start to finish
during the preconstruction phase. It helps to identify obstacles before a
project is actually built in order to reduce or prevent errors, delays, and cost
overruns. 5 It is also called buildability .
Although there is an overlap between value engineering and constructabil-
ity, there are two main differences between them. First, VE is considered an
