In the analysis of the results, we can make the following six comments:
1. Looking at the overall budget, we find that the Mass Excavation opera-
tion is slightly ($2,100) over budget. With further investigation, we find
that the main reason for this budget overrun is the Rock Excavation,
which is $4,400 over budget. In fact the other two excavation activ-
ities, Common Earth and Clay, are slightly under budget. This is an
example of when above-standard performance masks below-standard
