resource, the value of the materials is not sufficient to finance the treatment. The
average cost for treating waste plastics is about 104,000 Yen/t. This money is col-
lected from the producers (Fig. 11.9 ) in accordance with the polluter-pays prin-
ciple—that the producer who is responsible for the design of his product has also
the responsibility to take care for the treatment after use. Money is thus collected
by the Japan Containers and Packaging Recycling Association (JCPRA) and used
for paying recyclers. Companies which are capable of recycling plastic waste make
offers to the JCPRA and the lowest bid wins.
