2.4 Governance
The international legal regime in the oceans is made up of a number of global and regional
legal instruments. On the global level, the United Nations Convention on the Law of the
Sea (UNCLOS) provides the comprehensive legal framework for all activities in the oceans.
Other agreements are specific to certain topics, such as the Convention on Biological
Diversity (CBD) on the conservation and sustainable use of biodiversity; sectoral activities
(such as the instruments developed in the context of the FAO on fishing and the instruments
adopted in the context of IMO on shipping); or relate to specific species, such as the Con-
vention on Migratory Species of Wild Animals (CMS) and the Convention on International
Trade in Endangered Species of Wild Fauna and Flora (CITES), which both cover marine
species. On the regional level, a combination of regional seas conventions and action plans
and regional fisheries management organizations and arrangements (RFMO/As) provide for
the protection and preservation of the marine environment and fisheries regulation respect-
ively.
