Education will lay the foundation for sufficient political will to enable implementation
and enforcement. Education can provide for information relating to procedures, practical
matters, andarguments toachieve avoice indecision-making onusesofthe regime beyond
national jurisdiction. This can include how to enhance the use and strength of the United
Nations system. Education could be lifelong and start in schools. In this process the Un-
ited Nations Educational, Scientific and Cultural Organization (UNESCO) and the United
Nations University (UNU) would seem to have both a mandate to take the initiative and a
large responsibility .
