at the coast - is related to or influenced by all other uses of ocean and coastal spaces due to
their interdependencies, environmentally and socially (Mann Borgese, 1998 ) . These realiz-
ations are the basis for the Integrated Coastal Management paradigm and the Ecosystem-
based Management and Large Marine Ecosystems approaches. Achievement and applica-
tion of these all require a practically oriented education and skill development involving
practitioners and their experiences. Education, including proactive provision of informa-
tion about associated legal and policy instruments and their applications in practice, should
lead to achievement of good governance based on accepted law and order (global conven-
tions, regional agreements, and harmonized national laws).
In this regard, Marine Spatial Planning (MSP) has emerged as a very useful approach
and tool to promote awareness and active participation among multiple stakeholders in
planning processes related to access to and management of ocean areas and resources
therein. About 35 countries are currently developing MSP approaches, and nine already
have government-approved plans covering their territorial seas and/or exclusive economic
zones(EEZs). Altogether,these plansnowcoverabout9%oftheworld'sEEZsurface area;
within the next 10 years, about a third (low estimate) or half (high estimate) of the EEZs
will be covered by a marine spatial plan (IOC, personal comm.).
