measurement and monitoring of the results attained makes an assessment of the impacts of
such efforts difficult. There is a need to integrate capacity development efforts into long-
term development strategies. In this regard, it is worth noting the current efforts of IOC in
developing aGlobalOceanScience Report,aproposalcurrently underconsideration bythe
IOC member states. The Global Ocean Science Report would provide the type of tracking
tool necessary to measure and monitor progress towards capacity development, in partic-
ular, the level of investment in ocean science, infrastructure, and human and institutional
capacity.
