The role of the TICs is to collect information on the international warning activities for
tsunamis and other sea-level related hazards, to provide to regional and national stakehold-
ers information on tsunamis and other sea-level related hazards, and on tsunami warning
andmitigationsystems,tofosteridentification andexchangeofbestpracticesandassistna-
tional stakeholders in the establishment of regional and national components of the TWS,
and to act as information resources for the development and distribution of awareness, edu-
cational and preparedness materials, event data collection, and the fostering ofresearch and
its application, with the aim of mitigating loss of life and property from tsunamis and other
sea-level related hazards.
In accordance with the general rules of procedure of IOC (IOC, 2001 ), the ICGs make
decisions by consensus. They pass resolutions on internal matters and can submit recom-
mendations to the IOC governing bodies. At the level of IOC, resolutions are the formal
expression of a mandate or opinion or a declaration of a decision to act made by a govern-
ing body; resolutions are normally adopted to reflect major policy, programmatic, external
relations, financial, and institutional decisions. As in the case of its parent body, UNESCO,
IOC resolutions are not binding and no mechanisms for enforcement are available.
