Full membership of the four ICGs is limited to the IOC member states bordering the
concerned ocean or sea basin, while other IOC member states can participate as observers;
other organizations, including non-governmental, programmes, and projects may also be
invitedasobservers.ThememberstotheICGscommittoestablishnationalinstitutions,the
Tsunami National Contacts (TNCs), tasked with national coordination, and Tsunami Warn-
ing Focal Points (TWFPs), that is, the entities tasked to receive tsunami event information
by the regional system and forward it to the established National Tsunami Warning Centres
(NTWCs), or disaster management organizations such as civil protection agencies.
For the purposes of the present analysis, membership of the ICGs and tsunami warn-
ing systems can be divided into three categories: (a) members that have established TNCs
and/orTWFPs;(b)membersthathaveattendedatleastonesessionoftheICGs,theirwork-
ing groups and task teams, and/or communication tests, exercises and drills; and (c) mem-
bers that do not have established TNCs and/or TWFPs and do not participate in the meet-
ings of the ICGs for their working groups and task teams ( Table 8.1 ). The latter category
essentially represents potential members that have not yet engaged in the ICG. In a few
cases, member states have established TWFPs and/or TNCs without attending sessions of
the ICGs.
