quire further consideration. From a practical management viewpoint, the legitimacy of the
ecosystem approach is ultimately judged by the benefits it provides to communities. Those
benefits are linked not only to the health of ecosystems but also to the sensitivity of the
approach to the culture of communities (Vierros
