Thus, involvement of local communities could bridge the present gap between the coastal
zone of the region and the rest of the planet. As stated by C. S. Holling (pers. comm.),
'We now have the planet's oceans being monitored; add to this the seas immediately off-
shore of the indigenous communities and the scales are bridged and the people engaged.'
Thus, combining a coordinated, pan-Arctic programme of measurement, comparison, pro-
cess studies, and modelling with a network of community-based observations, founded on
panarchy concepts, would enable us to fingerprint ecosystem change and its northward
propagation - a level of detail that current science programmes are unable to resolve.
