Mid-1980s
The BVI starts providing offshore registration to companies that want to incorporate
in the islands. The financial services industry takes off, pleasing those who seek tax
relief.
1989
On September 17 and 18, Hurricane Hugo smashes into both territories, one of the
worst storms on record. The eye passes over St Croix, leaving one-third of the popu-
lation homeless.
1995
Hurricane Marilyn hits the territories on September 15 and 16, not long after Hur-
ricane Luis swept through. The USVI is declared a federal disaster area.
1996
The US government hands over Water Island to the territorial government. Residents
are now allowed to purchase the land they occupy, instead of leasing it
2007
The USVI begins its fifth attempt to draft and ratify a constitution for greater self-de-
termination. It's still in the works at time of research.
