The BVI's premier cultural event, when Tor-
tola rocks from East End to West End, celebrating its African-Caribbean heritage. Activit-
ies feature everything from a beauty pageant and car show to 'rise & shine tramps' (noisy
parades led by reggae bands in the back of a truck that start at 3am) to horse racing. The
celebration marks the 1834 Emancipation Act that abolished slavery in the BVI; it coin-
cides with a string of public holidays.
