There also must be a system for communicating with the home office,
embassy or consulate, and employees that is not dependent on the local
telephone system. If the host country's telephone system is operable, it
should be used, with secure scrambling systems or while maintaining
security-conscious telephone discipline. Some companies maintain their
own satellite communications technology. In high-threat countries with-
out reliable telephone systems, this capability is absolutely critical and
is well worth whatever capital expenditure it requires. In addition, most
embassies maintain an independent radio system used to communicate
with embassy personnel. There are generally two systems, encrypted and
unencrypted, or clear. The clear channels can be used to connect compa-
