goal of having a workable emergency plan. Without such coordination, the
plan will be unworkable and ineffective.
THE COMMAND CENTER
It also is necessary to have an emergency management command center
within the company facility. It should be equipped with secure communi-
cations equipment, tape recorders, the company Emergency Response
Plan, and a log to record all actions taken during the emergency. Ideally,
the command center should have a backup generator as well as a supply
of food and water. Command center personnel should have access to the
complete list of employees and to employee emergency information forms.
The command center must have a large printed list of the emergency con-
tact numbers for officials in the local embassy or consulate as well as
for officials of the host country's government. These contacts should be
prominently displayed on poster-size charts (see Exhibit 14.2).
The command center phone should allow for direct access without
going through a switchboard or a receptionist. It should be a distinct num-
ber that is familiar to every employee. The main number should never
ring busy. It should spill over into other overflow lines to handle increased
call volume during an emergency.
