devices that will track and monitor people anywhere in the world. Orb-
comm owns and operates a satellite communications network that consists
of 30 satellites in Low Earth Orbit (LEO) and 12 terrestrial gateways that
are deployed around the world. This system provides seamless worldwide
coverage and is currently being used to track mobile assets such as truck
trailers, rail cars, construction equipment, automobiles, and locomotives.
It is also widely used to monitor fixed assets such as oil and gas pipelines.
The Orbcomm systems data transmission system delivers data mes-
sages to and from anywhere in the world; it is used by companies such as
General Electric, Caterpillar, Hitachi, Komatsu, Volvo, Garmin, and British
Petroleum. The authors' firm, Global Security, LLC, is currently develop-
ing new ways to apply the Orbcomm system to a variety of security-related
applications. Personal tracking devices, roughly the same size as a PDA, can
be tracked anywhere in the world and are also capable of two-way data mes-
saging. Smaller units, the size of a wristwatch, are currently being devel-
