The plan is not finished when routine procedures are implemented. It must
include procedures for an emergency situation. When a piece of mail has
been determined to be suspicious, the primary concern should be your per-
sonal safety and the safety of other employees. Remember, your job ends
when you discover a suspicious package. At that point, the responsibility
belongs to law enforcement professionals who train for this kind of situation.
When You Discover a Suspicious Letter or Package:
Remain calm.
Set the item down.
Don't move the item or carry it outside.
Evacuate the area.
Notify security, management.
Notify law enforcement.

effective and well-operated screening
system would certainly identify this
package as deserving of additional
attention.
Mail bombs, unfortunately, do
not require a great deal of sophistica-

weapon that can shower a large area
with shrapnel.
