The tender documents gave no indication that you might ask us to proceed
on the basis of a tender of intent and we are not prepared to do so. It is far too
risky for all parties. We will proceed on the basis of an unequivocal acceptance
of our tender or on the execution of the formal contract documents.

Working on the basis of a letter of intent is risky for both parties. We are
prepared to commence work on the basis of your letter, but note that we
expect formal contract documents to be prepared ready for execution by both
parties within the next [ insert period ]. Failure to do so will cause us to reassess
the situation at that stage and probably to cease all further work.
