“Section 3304.1 Excavation and fill. Excavation and fill for buildings and struc-
tures shall be constructed or protected so as not to endanger life or property.
Stumps and roots shall be removed from the soil to a depth of at least 12 inches
(305 mm) below the surface of the ground in the area to be occupied by the build-
ing. Wood forms which have been used in placing concrete, if within the ground
or between foundation sills and the ground, shall be removed before a building is
occupied or used for any purpose. Before completion, loose or casual wood shall
be removed from direct contact with the ground under the building.”
Slope
inclinations
“Section 3304.1.1 Slope limits. Slopes for permanent fill shall not be steeper than
one unit vertical in two units horizontal (50-percent slope). Cut slopes for perma-
nent excavations shall not be steeper than one unit vertical in two units horizontal
(50-percent slope). Deviation from the foregoing limitations for cut slopes shall
be permitted only upon the presentation of a soil investigation report acceptable
to the building official.”
Surcharge and
excavations
“Section 3304.1.2 Surcharge. No fill or other surcharge loads shall be placed
adjacent to any building or structure unless such building or structure is capable
of withstanding the additional loads caused by the fill or surcharge. Existing
footings or foundations which can be affected by any excavation shall be
underpinned adequately or otherwise protected against settlement and shall
be protected against lateral movement.”

“Section 1705.6 Soils. Special inspections for existing site soil conditions, fill
placement and load-bearing requirements shall be as required by this section
and Table 1705.6. The approved geotechnical report, and the construction docu-
ments prepared by the registered design professionals shall be used to determine
compliance. During fill placement, the special inspector shall determine that
proper materials and procedures are used in accordance with the provisions of the
approved geotechnical report. Exception: Where Section 1803 does not require
reporting of materials and procedures for fill placement, the special inspector
shall verify the in-place dry density of the compacted fill is not less than
90 percent of the maximum dry density at optimum moisture content determined
in accordance with ASTM D 1557.”
Table 1705.6 titled Required Verification and Inspection of Soils lists
continuous tasks and tasks performed periodically. The continuous task is to:
“Verify use of proper materials, densities and lift thicknesses during placement
and compaction of compacted fill.” Periodically performed tasks are as follows:
“(1) Verify materials below shallow foundations are adequate to achieve the
design bearing capacity. (2) Verify excavations are extended to proper depth and
have reached proper material. (3) Perform classification and testing of compac-
tion fill materials. (4) Prior to placement of compacted fill, observe subgrade and
verify that site has been prepared properly.”
